I write with regards to the Senedd Cymru (Members and Elections)
Bill.
My name is David Facer.
I am submitting this evidence as an individual.
I am over 18 years old.
I consent to my name being published alongside my evidence and none
of
my evidence needs to be treated as confidential.
I note that the 'consultation display' concerning the bill
encourages
'anyone with expertise or experience of these issues to share
your
views'. This appears to be a very elitist and undemocratic
restriction
on the sharing of views from the ordinary elector. My experience
and
expertise in these matters comes from the fact that since 1975 when
I
turned 18 I have voted in every election and referendum in which I
was
entitled to vote.
I am strongly against the Bill, in particular the following
parts:
I do not agree that the Senedd should be increased from its current
60
members. This would be a waste of the taxpayers money.
I do not agree with the proposed change from the current
electoral
system to the closed list proportional representation system,
which,
if I understand the proposal correctly, amounts to an attack
on
democracy because individual, non-party, candidates would be unable
to
stand for election to the Senedd. I believe that the current system
of
40 directly elected constituency members and 20 regionally
elected
'party list' members has been well thought through, is fit
for
purpose, and should be retained.
I have no particular view on the other elements of the bill,
but
cannot support the bill as a whole because of the concerns
above.
